WHO WE ARE

OUR BOARD

The Police Accountability Board is run by nine, volunteer Board Members. The Board’s role is to oversee the agency’s operations, set the agency’s priorities, and serve on panels during the Board’s investigatory process.

One Board Member is appointed by the Mayor. One Board Member is appointed by City Council for each of the four City Districts (East, West, North and South). The remaining four Board Members are selected by the PAB Alliance, a coalition of community members who helped create and continue to sustain our work.

The law requires our Board Members to be city residents who “reflect the City’s diverse community.” No Board Member (or their family members) can have ever worked for RPD or represented someone suing RPD. Board Members generally serve three-year terms, though some members are serving out shorter preliminary terms.

Daniel Cadet

PAB Alliance Appointee
Daniel Cadet was appointed to the board in August 2022 following a nomination to the seat by Rochester’s Police Accountability Board Alliance. He is a social worker at Rochester General Hospital with more than seven years of experience working with non-profits. A graduate of Nazareth College, Cadet also worked with the Center of Dispute Settlement.

Mary Wambach

PAB Alliance Appointee
Mary Wambach is a writer, with a focus in Human Resources, psychology, and religion. She served as Executive Director of the Deaf and Hard of Hearing Center and has spent nearly 20 years, as a consultant on the subject of abuse, neglect, education, and treatment of children and adults with disabilities. The Police Accountability Board Alliance nominated Mary to the seat.

Larry Knox

North East Council- Board Chair
Larry Knox, Chair of the PAB, is a seasoned political coordinator at 1199 SEIU. He organized daycare providers with CSEA and worked on Barack Obama’s 2008 campaign. Knox holds a degree in criminal justice from Monroe Community College, studied political science at the University of Rochester, and contributes to boards like Reach Advocacy and Metro Justice.

Drorah Setel

North West Council Appointee
Rabbi Drorah Setel, the Northwest City Council Appointee, is a Buffalo native. She holds degrees from Swarthmore College, Harvard Divinity School, and SUNY Buffalo Law School. Her studies also include time at the London School of Economics, Yale University’s Religious Studies doctoral program, and the Rabbinic program at the Leo Baeck College in London, UK. Presently, she serves as the rabbi to the Temple Emanu-El congregation at the Jewish Community Center in Brighton, a suburb of Rochester, New York. Rabbi Setel was appointed by the Police Accountability Board Alliance.

William G. Clark

Mayoral Appointee
Previously serving as the President and CEO of the Urban League of Rochester, Mr. Clark comes to the PAB with more than twenty-five years of executive experience. Since retiring from the League in 2019, Clark was the Minett Professor at RIT until June 2020. He also served on the RCSD Board from November 2020 until December of 2021. Mr. Clark is also a veteran, serving as a staff sergeant in the U.S. Air Force. Mayor Malik Evans nominated Clark to the role.

Arlene Brown

PAB Alliance Appointee – Vice Board Chair
Arlene Brown, Vice-Chair of the PAB, was a member of the Monroe County Democratic Committee for over 10 years. As a longtime resident of the City’s 19th Ward, she’s an ordained Elder actively serving at the Love Fellowship Workshop Center for over 40 years. Her public service has been acknowledged by the U.S. Postal Service, Monroe County Legislature, Channel 8 News Golden Apple Award, NANBPWC at Rochester Genesee Valley Club, and several churches.

Yvonne Wilson

Rochester City Council Appointee
Yvonne Wilson is a former member of the Community Coalition Safety Board and a Rochester Businesses Institute graduate. She previously served as a counselor to Monroe County inmates, focusing on rehabilitating them back into society. Wilson was appointed to the PAB by Rochester’s City Council.

Rev. Keith Patterson

PABA Appointee
Rev. Patterson is an elected member of the Episcopal Diocese of Rochester’s Commission on Ministry, serving on the ministry’s Budget Committee and Congregational Development Grant Committee. Previously Patterson was a member of the United Christian Leadership Ministries where he learned much about the City and its history of policing. He was nominated by the PABA.

OUR STAFF

The Police Accountability Board’s members is to set the vision for the Board’s work, the job of the Board’s staff is to execute that vision.

We are responsible for managing the day-to-day work of the agency. As the Board’s staff we have to undergo extensive training to understand all parts of policing, public safety, and Rochester’s communities.

We are working to make positive changes in our communities every single day, both inside and outside of the workplace.
